HOUSTON MUNICIPAL COURTS DEPARTMENT CREATES A NEW SAFE HARBOR COURT TO ASSIST HOUSTONIANS WITH INABILITY TO PAY COURT FINES AND FEES

October 23, 2020 -- The Houston Municipal Courts Department (MCD) will unveil its new Safe Harbor Court to assist citizens who are having financial hardships and medical issues due to the COVID-19 pandemic.  After producing evidence of their inability to pay their fines and fees, the Court will work with each individual to assist with satisfying their judgments in an effort to remove or prevent their cases from going into a delinquent status, or further, into a capias pro fine warrant status.

“This is a transitional period for our City and our Country, and I want the Safe Harbor Court to be in the forefront of giving the assistance needed for our citizens who are struggling with financial issues due to this pandemic,” said Judge J. Elaine Marshall, Director and Presiding Judge of MCD. “I intend to have two designated judges for this court and these will be the judges that I will deploy into the various communities to meet with the citizens in their communities where they can speak freely with the judges about their indigency/inability to pay issues. This will provide them an opportunity to see a judge who will listen to their issues and give options of how to move forward. This will relax their fears of arrest and will help them understand that the Safe Harbor Court is designed to assist.”

LAS CORTES MUNICIPALES DE LA CIUDAD DE HOUSTON CREA LA NUEVA CORTE SAFE HARBOR PARA ASSISTIR A LAS PERSONAS DE HOUSTON INCAPACES DE PAGAR MULTAS Y HONORARIOS DE LA CORTE

23 de octubre de 2020 -- Conforme con el Plan de Comunidades Completas del Alcalde para crear una ciudad más equitativa y próspera para todos los habitantes de Houston, el Departamento de las Cortes Municipales de Houston revelará la nueva Corte Safe Harbor para ayudar a los ciudadanos que tienen dificultades financieras y problemas médicos debido a la pandemia de COVID-19. Después de presentar pruebas de su incapacidad de pagar sus multas y honorarios, la Corte trabajará con cada individuo para ayudar a satisfacer sus sentencias  en un esfuerzo para eliminarlas o impedir que sus casos entren en un estado delincuente, o más, en un estado de orden de arresto (capias pro fine).

"Este es un período de transición para nuestra Ciudad y nuestro país, y quiero que la Corte Safe Harbor esté a la vanguardia de prestar la asistencia necesaria para nuestros ciudadanos que están luchando con problemas financieros debido a esta pandemia", dijo J. Elaine Marshall, Directora y Juez Principal de MCD. “Tengo la intención de tener dos jueces designados para esta Corte y estos serán los jueces que desplegaré en las diversas comunidades para reunirse con los ciudadanos y acusados en sus comunidades, donde pueden hablar libremente con los jueces sobre su indigencia/incapacidad para pagar. Esto les brindará la oportunidad de ver a un juez que escuchará sus problemas y dará opciones de cómo seguir adelante. Esto relajará sus temores de arresto y les ayudará a entender que la Corte Safe Harbor está diseñada para ayudar."
