Council Member Alejandra Salinas
Chris Chu de León, Chief of Staff
Chris Chu de León is a community organizer, union member, and Army veteran. Born in Houston to immigrants from Hong Kong and Mexico, Chris’ dad got his start here as a taxi driver and his mom enlisted in the U.S. Army, inspiring Chris to fight for working families like his. He worked his way through college at Rice as a bartender, retail worker, and teaching assistant before earning a Fulbright scholarship to Brazil.
Following his mom's military service, Chris earned his commission as an infantry officer through ROTC while in graduate school at Harvard, and went on to lead more than 100 combat missions to counter ISIS in Iraq and Syria.
Chris spent years organizing across Texas -- knocking thousands of doors for Beto O’Rourke’s Senate campaign and serving as Texas state director for Bernie Sanders’ 2020 presidential campaign. He later served as deputy chief of staff to Harris County Judge Lina Hidalgo, helping expand apprenticeships and childcare, and fought alongside workers across the country while working for SEIU.

Veronica Xiloj, Deputy Chief of Staff
Veronica Xiloj is a dedicated public servant committed to advancing equitable policy and strengthening community engagement in Houston. Born and raised in Houston’s Gulfton neighborhood, she is passionate about serving communities across Houston and improving quality of life for all residents.
She began her career as a City Council intern through the Hire Houston Youth Program from 2014 to 2016 and later served as Director of Constituent Services in District H and Deputy Chief of Staff for At-Large Position 4. With nearly a decade of experience in Houston’s public sector, she specializes in policy coordination, constituent advocacy, and community engagement. Veronica earned her Bachelor of Business Administration from the University of Houston-Downtown and remains committed to advancing equity and expanding access to resources for Houston’s most vulnerable communities.

Bryce Anthony Randall, Policy & Advocacy Director
Bryce Anthony Randall is an experienced policy advocate, public servant, and organizer hailing from the historic Independence Heights neighborhood. As the grandson of a cotton sharecropper turned trucker and Teamster, Bryce believes that the dignity of labor and worker’s rights are foundational to the broader justice movement.
Prior to joining the At Large 4 Team, Bryce served as a Senior Advisor of Policy Advocacy at the Office of Commissioner Rodney Ellis where he worked with county divisions and community advocates to champion progressive policies. During his time at the Harris County Elections Division he served as a Voter & Registration Community Specialist focusing on voter engagement, education, and registration.
Bryce received his B.A. From Texas A&M University where he majored in Political Science and minored in Sociology. As a public servant, Bryce is a firm believer that the people closest to the problem are closest to the solution. He serves At Large 4 under the framework that good policy is well researched, data-driven, means-tested, and most importantly - people-centered.

Ashley Guevara, Operations & External Affairs Director
Ashley is a first-generation Latina professional and a proud native Houstonian. She earned a Bachelor’s Degree in Psychology with a minor in Sociology from the University of Houston–Downtown. She works for Council Member Salinas, At-Large Position 4, as Director of Operations for External Affairs, where she supports the Council Member in advancing community-focused initiatives and serving all Houstonians.
Ashley brings experience in government relations, policy, and institutional operations. She previously worked in government relations at Lone Star College, where she led advocacy efforts focused on local policy and local business and workforce development at both the Harris and Montgomery County levels, securing resources and programs that support families and at-risk students while strengthening relationships with elected officials. She also served as a coordinator in the Legal Department, assisting with county contracts, policy research, and managing institutional funding processes, and held leadership roles in Student Affairs, where she developed programs supporting high-risk and probation students, as well as families in underserved communities.
Recognized as a 2024 Emerging Leader by the Houston Hispanic Chamber of Commerce, Ashley is committed to justice, equality, and inclusive civic engagement. She believes that public service should prioritize equitable access to opportunity and empower all members of the community. She remains active in local campaigns, serves on a women’s domestic violence prevention and advocacy board, and is honored to support Council Member Salinas in delivering responsive, community-centered leadership for all Houstonians.
