Strong infrastructure keeps Houston running. Council Member Salinas is focused on investing in the systems residents rely on every day -- from water and drainage to streets and sidewalks -- to support economic growth, strengthen resilience, and improve quality of life across the city.

Houston’s aging water system is one of the city’s most persistent service challenges. Putting off maintenance of this system creates long-term costs for both residents and businesses. Council Member Salinas supports accelerating investments in water system maintenance, leak repair, and pipe replacement to improve reliability and prevent costly disruptions.

Flooding remains one of Houston’s greatest infrastructure challenges, and preparing the city for extreme weather is essential to protecting homes, businesses, and families. Council Member Salinas supports targeted drainage improvements, expanded ditch and stormwater maintenance, and investments that address flooding hotspots across Houston.

Consistent trash collection, responsive 311 service, and efficient permitting reduce time burdens, unexpected costs, and frustration for residents and businesses. Residents deserve transparency in how city services perform and where improvements are needed. Council Member Salinas supports strengthening public-facing performance reporting to improve accountability and support data-driven decision-making.

Meeting Houston’s infrastructure needs requires maximizing available federal and state funding wherever possible. Council Member Salinas supports stronger coordination across city departments by hiring a Citywide Grant Coordinator to pursue grants that fund major infrastructure projects. These grants will help Houstonians receive the full benefit of their tax dollars from the federal and state government.

Effective government requires transparency, strong oversight, and direct engagement with residents. Council Member Salinas is committed to ensuring city departments operate responsibly, public dollars are spent wisely, and residents can easily access the services they rely on. She prioritizes careful review of contracts, expenditures, and departmental performance to maintain public trust and ensure city programs deliver results.

Houston taxpayers deserve confidence that public dollars are spent responsibly. After a contractor implicated in a city bribery scandal sought final payment, Council Member Salinas successfully amended City construction contract language to ensure Houston is not forced to pay companies involved in bribery or corruption. Contractors who engage in fraud or violate the public trust should not be able to profit from taxpayer dollars.
