Priorities: Affordability

Houston should be a city where working families can afford to live, start businesses, and build opportunity. Council Member Salinas is focused on lowering costs and making life easier in Houston by expanding affordable housing, supporting fair wages, and making it easier to start a business and raise a family.

Houston’s rising rents and home values are pricing working families out of the communities and neighborhoods they helped build. Council Member Salinas supports expanding affordable housing supply, reducing unnecessary development barriers, and providing relief for homeowners and renters.

Every Houstonian deserves a safe and healthy place to call home. Council Member Salinas supports stronger inspection and enforcement tools for unsafe conditions in apartment complexes, including meaningful fines, compliance requirements, and loss of occupancy privileges for repeat health and safety violations.

Houston has one of the highest poverty rates in the country, with nearly one in five residents living in poverty. Houstonians who work hard deserve fair wages and economic dignity. Council Member Salinas supports fair and livable wages for municipal workers and stands with advocates challenging Texas preemption laws that prevent cities from setting local minimum wages. She believes local communities should have the authority to set policies that reflect the real cost of living in their cities.

Houston’s economy is built by working people. Companies that do business with the city and benefit from taxpayer dollars must follow the law and pay workers what they are owed. Council Member Salinas supports a Responsible Bidder Ordinance to ensure companies seeking city contracts comply with labor laws, maintain safe working conditions, and treat workers fairly. She also supports stronger action against wage theft, including enforcement tools that prevent employers who steal wages from receiving city contracts.

Small businesses power Houston’s neighborhoods and local economy, but navigating city processes can be challenging. Council Member Salinas is focused on improving access to permits, certifications, and contracting opportunities so local entrepreneurs can grow and succeed. She also supports expanding opportunities for minority-owned and LGBTQ-owned businesses by strengthening partnerships that connect them to city programs, procurement opportunities, and economic development resources.
