Each year, HCD receives about $50M in federal grants from the U.S. Department of Housing and Urban Development to improve housing and quality of life for Houstonians. These federal grants include: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Housing Opportunities for Persons with HIV/AIDS (HOPWA), and Emergency Solutions Grant (ESG). To receive these grants, the City must have.

  • A five-year strategic plan called the Consolidated Plan that outlines the strategies that the City will take to address identified community needs to improve the lives of low- and moderate-income residents and their neighborhoods. View the 2025-2029 Consolidated Plan
