The mission of the Office for People with Disabilities (OPD) is to serve as a central resource and referral hub for the rights and needs of residents with disabilities. We empower the community by providing strategic recommendations and direct referrals to specialized agencies that provide hands-on support. The Office also serves as a liaison between the mayor, city council, city departments, and other public and private entities to ensure the inclusion of all Houstonians.
OPD's vision is a city where everyone understands the importance of equal participation and full inclusion of all residents, including residents with disabilities.
We accomplish our mission by providing and participating in programs and services which address the needs and rights of residents with disabilities, including:
- Facilitating delivery of services - including city services
- Acting as liaison to Houston Commission on Disabilities (HCOD), City Council and other City Departments
- Making recommendations to public and private entities regarding the development of policy and legislation
- Establishing fundamental local, state, and national partnerships to promote community awareness
- Administering, developing new, and participating in programs and services according to our mission

Visual Fire Alarm Program for Deaf and Hard of Hearing Houstonians. To qualify for a free visual fire alarm, you must:
- Live in the City of Houston or Greater Houston Metropolitan Area
- Have substantial hearing loss which requires a visual fire alarm
Please note: There are NO income requirements!
While the Visual Fire Alarm Program is currently on pause for fulfillment due to budgetary limitations, our office remains open to new applications. We encourage eligible residents to apply now to secure a place in our service queue for future distribution.
- Vocational Rehabilitation (VR) is a program dedicated to aiding people with disabilities in finding jobs, preparing for them, and learning how to keep or regain them for individuals of all ages. The goal is to prepare individuals to be career-ready by providing education, training, employment-based services, and resources.
