Council Member Tiffany D. Thomas
Tiffany D. Thomas is a transformative public servant and visionary leader, serving as the first female Houston City Council Member for District F - one of the most diverse communities in Texas. Re-elected in 2024, she is known for bold leadership, a people-centered approach, and fearless policy execution, redefining what local government can achieve through courage, clarity, and community trust.
Since taking office, Thomas has delivered measurable progress in public safety, housing, infrastructure, and disaster recovery. She championed streetlight installations in dark corridors, expanded license plate recognition networks to deter crime, and funded cleanups of blight and illegal dumping. Her public safety strategy goes beyond enforcement - investing in after-school programs, neighborhood partnerships, and community trust.
As Chair of the Housing and Affordability Committee under two mayoral administrations, Thomas led major housing reforms and mobilized millions in disaster recovery dollars, including rent relief during COVID-19 and homeowner assistance after Winter Storm Uri. In 2025, she secured a historic $100 million in disaster recovery housing funds following the 2024 Derecho and Hurricane Beryl - ensuring resilient, affordable communities citywide.
Her signature initiatives include the Faith & Affordable Housing Summit, bridging faith institutions and developers, and heirs’ property education to preserve generational land in historically Black and Brown neighborhoods. With cultural fluency and policy insight, Thomas convenes multiracial, multiethnic, and intergenerational coalitions that shape Houston’s future.
Beyond City Hall, Thomas is an Associate Professor of Community Development at Prairie View A&M University, connecting research to action. Her work is nationally cited and replicated, reinforcing her role as a bridge between scholarship, policy, and grassroots leadership.
She is a member of Delta Sigma Theta Sorority, Inc., National Social Action Chair for The Links, Incorporated, a 2025 Local Elected Unum Fellow, and a leader on America’s Housing Comeback Taskforce with the National League of Cities.
