District C
Council Member Abbie Kamin
Council Member Abbie Kamin is a native Houstonian, attorney, and unwavering advocate for women and families, public safety and combatting family and gun-violence, climate sustainability, and good government. Representing nearly a quarter of a million Houstonians in District C -- including neighborhoods in the region hardest hit by repetitive flooding -- she is tackling the impacts of increasing natural disasters head on, securing both public and private sector investments in flood mitigation, including millions of dollars for neighborhood street and drainage improvements to protect our communities.
As the youngest member to ever be elected to city council and first woman to be pregnant while serving in office, Council Member Kamin has led the implementation of transformative policies to support women and families across the city, spearheading the creation of Houston’s first prenatal wellness and paid parental leave policies for all city employees. She created through legislation the City of Houston Women’s Commission, and secured free period products at city-operated community health centers for women in need.
While serving as Chair of Houston’s Public Safety & Homeland Security Committee, she worked to enhance emergency preparedness and response, and focused city efforts on addressing the dangerous nexus between domestic violence and gun-violence. Her innovative leadership and partnerships with law enforcement led the creation of firearm safe storage programs and domestic violence awareness campaigns, transparency measures including the creation of the Police Oversight and Accountability Office within the City’s Office of Inspector General, secured significant funding for cyber security and public safety technologies that keep Houston safe, and continues to advocate for support for our veterans.
Council Member Kamin has created a multi-family recycling pilot program to bring services to Houstonians living in apartments, has implemented policies to incentivize green infrastructure, and has authored ordinances to strengthen the city’s nuisance noise policies and efficient response to repeat-offender bad-actor bars that create a public safety risk for residents and surrounding neighborhoods.
She currently chairs the city’s Labor Committee, working with city departments and local Labor to lift up the voices of Houston’s working families. She also serves as vice chair of the City’s Resilience Committee.
Nationally recognized for her work and expertise, she serves as National League of Cities Vice-Chair for both the Large Cities Council and the Energy, Environment, and Natural Resources (EENR) Federal Advocacy Committee.
Prior to being elected to Council, Kamin served as the Associate Regional Director for the Anti-Defamation League’s SW Region and was a Committee Director and Clerk at the Texas Legislature. She earned her JD, cum laude, from American University Washington College of Law, and her BA, cum laude, from Tulane University. At Tulane, she was part of the “Katrina Class,” propelling her into local government and coastal restoration efforts.
Her work in the community has earned her numerous recognitions, including (but not limited to):
