Campaign Finance Electronic Filing System

Sections 18-103 and 18-104 of the City of Houston Code of Ordinances require electronic filing of campaign finance reports utilizing the system provided by the City, unless a filer is exempt pursuant to Section 18-103(c). See Article VI, Chapter 18 of the City of Houston Code of Ordinances.

The City of Houston has made e-filing easier by partnering with the Texas Ethics Commission’s (TEC) vendor to use the proprietary Electronic Filing System for Texas Campaign Finance Reports. Beginning with the July 2026 semiannual report, all filers must file using the new system. To eFile your report, you must have a City Filer ID with the new system created by the City Secretary’s Office.

  • Existing Filers - By June 15, 2026 existing filers in the City’s legacy e-filing system should receive an email with their new account information for the eFile system.

Campaign Treasurer Appointments

This process has not changed. Campaign Treasurer Appointments must still be filed by mail or hand-delivery with the City Secretary’s Office located at 900 Bagby, Ground Level, Houston, Texas 77002.
