Proposed Amendments to Chapter 45 Related to Micromobility Devices and Off-Highway Vehicles

On November 19, 2025, Houston City Council unanimously approved amendments to Chapter 45 of the Code of Ordinances, relating to micromobility devices (e-scooters) and off-highway vehicles (ATVs). The City has the authority to regulate micromobility devices and off-highway vehicles on public roadways, streets, alleys, sidewalks, and city parks within City limits. The intention of the amendments, which establish a citywide curfew from 8 p.m. to 4 a.m. is to reduce safety hazards, prevent public nuisances, and align with the City’s long-term vision for a safer and more pedestrian-friendly community. The ordinance amendments became effective immediately upon approval.
The new ordinance amendments will be discussed at the next Quality of Life Committee Meeting on Monday, December 1, 2025 at 2 p.m. The meeting is open to the public and will be held in the Anna Russell Council Chambers located on the 2nd Floor of City Hall, 901 Bagby Street, Houston, 77002.
