Disaster Recovery 2017 (DR17) Harvey Buyout Program
The Harvey Buyout Program acquires multifamily properties located in areas of severe flood risk to help reduce future flood impacts to residents and communities. Eligible activities may include the acquisition of existing multifamily land and properties, demolition, and relocation assistance for households living in acquired properties.
Buyout Properties
To date, the Harvey Buyout Program has purchased 3 properties. In some cases, Harvey recovery funds have been combined with funding from the Multifamily Voluntary Buyout Program established after the 2016 flooding events.
The properties include:
- Appian Way Apartments
- Biscayne at Cityview Apartments
- Monticello Square (funded through both DR16 and DR17 allocations)

Property Eligibility
There is no public application for this program. Properties are selected by the Housing and Community Development Department (HCD) as part of a broader flood mitigation strategy developed in coordination with Houston Public Works.
A property may be eligible if:
- It is located within the City of Houston’s tax jurisdiction and within either the floodway or the 100-year floodplain.
- The property contained a rental multifamily structure, such as an apartment complex, at the time of Hurricane Harvey.
- The property was impacted by Hurricane Harvey.
- The property owner and sellers are in good standing on any past grants, loans, or loan commitments with the Department.
- The property owner and sellers are current on property taxes.
- Sellers, developer owners, principals, development borrowers, or general contractors are not debarred under federal or state debarment lists, in accordance with 24 C.F.R. 570.609 and other applicable laws and regulations.
- Property owners comply with nondiscrimination requirements and do not discriminate based on race, color, religion, national origin, sex, age, disability, familial status, sexual orientation, gender identity, veteran status, or other protected classes.
If a purchase results in residents being displaced, HCD will follow the requirements of the Uniform Relocation Assistance and Real Property Acquisition Act.
